Quiet Power: Wind and Marine Spatial Planning

This research paper uses securitization theory and a multi-level governance lens to analyze how security discourses and actors influence offshore wind development in Sweden and the broader European context, specifically examining the tension between security imperatives and democratic Marine Spatial Planning.

• Governance of offshore wind in Sweden is fragmented; while the EU views it as a security imperative, Swedish authorities focus on technical planning and risk-based frameworks. However, national defence actors in the Baltic Sea region exercise significant, non-transparent influence, a process described as "soft securitization" that limits the democratic and integrative goals of Marine Spatial Planning.
