Land Use Planning and Swedish Forest Governance

This research paper provides a critical policy analysis of the Reindeer Husbandry Plan (Renbruksplan) in Sweden, evaluating its effectiveness in resolving land use disputes between Indigenous Sámi reindeer herding communities and large-scale industrial forestry.

• The Reindeer Husbandry Plan (Renbruksplan) is a dialogue-based instrument intended to address land use conflicts between industrial forestry and Indigenous Sámi reindeer herding, based on the presupposition that such conflicts can be managed through planning.
• Within its current legal and institutional framework, the Renbruksplan provides limited improvements to procedural justice and tends to favor a forestry-centered perspective of land use conflicts, which worsens the unequal distribution of forest resource benefits and burdens.
• The authors conclude that the tool will likely continue to reproduce existing injustices in Swedish land use and forest governance and perpetuate conflicts unless institutional reforms are implemented.
