Supporting National Planning Action SLCPs using LEAP-IBC Tool

This chapter describes the Long-range Energy Alternatives Planning system Integrated Benefits Calculator (LEAP-IBC), a model developed by the Stockholm Environment Institute to estimate the impacts of policy scenarios on pollutants, human health, and other endpoints, specifically highlighting its application in Bangladesh.

• The LEAP-IBC tool enables countries to evaluate current national-scale emissions of short-lived climate pollutants (SLCPs), identify primary emitting sectors, and project future emissions based on sectoral activity changes. It further allows for the modeling of policy effects to reduce these emissions and the assessment of associated co-benefits, including avoided global temperature change, avoided mortality (health benefits), and avoided crop losses (agricultural benefits).
• LEAP-IBC can be customized to fit specific national contexts; in Bangladesh, the tool was used as part of a two-stage process to create SLCP action plans, which included the development of a specialized module to model emissions from rice parboiling units.
• The Asian Co-benefits Partnership (ACP) White Paper 2018 aims to increase the understanding among practitioners and policymakers regarding tools that quantify co-benefits, responding to a growing interest in Asia to link climate change with development priorities following the 2030 Agenda for Sustainable Development and the Paris Agreement.
