Private market capital for sustainable cities

This report examines the role of external financing in helping Swedish municipalities achieve climate neutrality and Agenda 2030 goals, based on research from the 'Accelerate sustainable financing: sustainable bonds for sustainable cities' project.

• Swedish municipalities are currently not on track to meet the goals of Agenda 2030 or achieve climate neutrality, and they lack consistent methods or ambitions due to a deficiency in national guidelines, coordination, and recommendations.
• The study identifies several common barriers to reaching sustainability goals, including conflicting objectives, insufficient internal and inter-municipal collaboration, a lack of national support or coordination, and frequent shifts in political leadership.
• While neither investors nor municipalities believe there is currently a lack of access to capital affecting Swedish municipalities, both groups anticipate a growing need for external financing for the sustainability transition. Investors view Swedish municipalities as attractive opportunities for sustainable investment.
