Operationalising Loss and Damage Fund

This report provides five recommendations for the implementation and operation of the international Loss and Damage (L&D) fund established at COP27, focusing on institutional arrangements, funding sources, and the needs of vulnerable communities.

• The Loss and Damage (L&D) fund was established following an agreement at the 27th UN Climate Conference (COP27) to help vulnerable countries recover from and respond to climate impacts.
• A transitional committee (TC) is responsible for recommending the fund's institutional and funding arrangements, sources of finance, and its coordination with existing L&D frameworks.
• The report argues that the L&D fund's design and operation depend on its intended scope and urges the transitional committee to use inclusive and equitable procedures that incorporate perspectives from the most vulnerable stakeholders.
