Capacidades institucionales para una transición justa en las regiones carboníferas: La Jagua, Colombia

This case study analyzes the socio-economic crisis in La Jagua de Ibirico, Colombia, following the 2020 closure of a major coal mine. It highlights how the resulting loss of resources severely limits the institutional and financial capacity of local authorities to lead a just transition in a region already burdened by armed conflict and social inequality.

• The municipality of La Jagua de Ibirico in the Cesar department of Colombia experienced severe social and economic impacts following the sudden closure of operations by one of the country's main active coal mining companies starting in 2020. These impacts include mass layoffs, family crises, and the collapse of service economies such as food, hospitality, and transport, compounded by long-term socio-environmental damage from coal extraction and a history of armed conflict, social inequality, and high informality.
• Local authorities in coal-dependent regions, specifically the mayor's office of La Jagua de Ibirico, face significant institutional and financial gaps that hinder their ability to lead just transitions. The departure of mining companies reduces the resources available to these authorities, limiting their competencies and capacities at a time when they are expected to manage both predictable and unexpected impacts of mining suspensions.
