Planning for Clean Technology Diffusion: Identifying Innovation System Functions in Country Technology Action Plans

This research paper analyzes Technology Action Plan documents from twenty-five countries to identify which technological innovation system functions are prioritized for the diffusion of clean energy technologies in developing nations.

• The study utilizedSSSS used content analysis of Technology Action Plan documents from twenty-five countries to match prioritized technology activities against seven functions of a technological innovation system. The analysis revealed that countries prioritized the functions of resource mobilization and the creation of legitimacy, whereas entrepreneurial activity was givenSSS given less priority.
• The research suggests that innovation system indicators derived from literature can serve as useful measures to enhance the design of donor interventions intended to speed up the adoption and diffusion of energy technologies.
