Pathways for Policy Coherence: NDC-SDG Vietnam

This policy brief examines the interlinkages between Vietnam's first nationally determined contribution (NDC) under the Paris Agreement and its national plans for implementing the 2030 Sustainable Development Goals (SDGs).

• Vietnam established its climate and sustainable development frameworks between 2016 and 2017, ratifying the Paris Agreement and submitting its NDC in 2016, adopting a national Plan for Implementation of the Paris Agreement that same year, and endorsing a National Action Plan for the Implementation of the 2030 Sustainable Development Agenda in 2017.
• The brief utilizes the NDC-SDG Connections tool to analyze the relationship between Vietnam's climate action framework and its 2030 Agenda commitments. The goals are to identify opportunities and challenges for joint domestic implementation, find overlaps to prevent duplicated work, and evaluate the role of NGOs operating at the intersection of these two agendas.
• The document was originally created to provide information for the voluntary national report on the progress of the 2030 Agenda presented at the 2018 High-Level Political Forum in New York.
