VIETNAM POLICY BRIEF

This policy brief, based on the 'Energizing Finance: Taking the Pulse 2021' research, analyzes the financing requirements for Vietnam to achieve universal energy access by 2030, focusing specifically on clean cooking solutions.

• Vietnam is projected to fall short of universal clean cooking access by 2030 under business-as-usual scenarios, with an estimated 5.9 to 13.7 million households remaining without access. Approximately 22 percent of the population is expected to continue using traditional biomass stoves (Tier 0-1).
• Achieving 100 percent access to Tier 4 clean cooking (clean fuels such as LPG, ethanol, and electric cooking) requires an investment of USD 19-22 billion. This cost is primarily driven by fuel costs and subsidies to ensure household affordability, as well as infrastructure needs like bottling plants, storage, and cylinder upgrades for LPG in rural areas.
• Universal access to Tier 2/Tier 3 improved cookstoves (ICS) requires USD 183 million in new funding. Of this, USD 143 million (78 percent) is needed for private sector manufacturing and distribution, while USD 40 million (22 percent) is required to close the household affordability gap.
• Progress toward universal energy access is hindered by several challenges: a lack of private sector finance and carbon finance for small-to-medium ICS enterprises, a dwindling number of private ICS players following the end of donor programs, high distribution costs for 'last-mile' delivery to remote areas and ethnic minorities, and affordability issues affecting approximately 1.3 million households (5 percent of the population) who cannot afford a USD 35 improved cookstove.
