Justice and inclusion in the energy transition and developmental finance

This global communiqué, issued in March 2025 during the SEforALL Global Forum in Barbados, records the consensus of ministers and representatives from 28 countries on accelerating a just and inclusive energy transition. • The document reaffirms the commitment of African nations, the African Development Bank, and the World Bank Group to implement Mission 300 (M300) in accordance with national Energy Compacts to address energy poverty.
• Regional cooperation initiatives are highlighted as tools to increase investor confidence and facilitate cross-border energy cooperation, including the ASEAN Energy Cooperation agreement, the RELAC Initiative in Latin America and Caribbean, and the AU Agenda 2063.
