2025 GLOBAL FORUM REPORT

The 2025 Global Forum, hosted by Sustainable Energy for All (SEforALL) and the Government of Barbados in Bridgetown, brought together over 1,300 participants to address energy poverty and the energy transition in the Global South and Small Island Developing States (SIDS). The event resulted in the Barbados Declaration, the launch of several Energy Transition and Investment Plans (ETIPs), and the mobilization of over $500 million in new financial commitments for clean energy projects.

• The 2025 Global Forum in Bridgetown, Barbados, focused on a just and equitable energy transition, specifically for developing countries and Small Island Developing States (SIDS). The event hosted over 1,300 participants and resulted in several key outcomes, including the Barbados Declaration, the launch of a USD 500 million DRE Facility, and the unveiling of the Barbados Energy Transition and Investment Plan.
• Over $500 million in new commitments were mobilized during the Forum. This includes a USD 500 million DRE Nigeria Fund for mini-grids, solar home systems, commercial power, embedded generation, and energy storage; USD 20 million for rural mini-grid electrification in Sierra Leone; USD 12 million from the IKEA Foundation to replace fossil generators with renewables in South Asia, the Indo-Pacific, and sub-Saharan Africa; and between USD 3.5 million and 5 million for clean cooking solutions in Sierra Leone.
• The Forum drove national action and investment through several initiatives: Barbados launched an Energy Transition and Investment Plan (ETIP) aiming for net-zero by 2035, and Pakistan announced the co-development of a national clean energy transition roadmap with SEforALL. Other developments included the creation of the GFANZ Caribbean Chapter to mobilize private capital, a SEforALL–OLADE partnership for Latin America and the Caribbean, and the Africa Renewable Energy Manufacturing Financiers’ Collective.
• Ministers from 28 countries across the Pacific, Asia, Africa, and Latin America and the Caribbean endorsed a Global Communiqué and Call to Action. These documents urged for faster deployment of clean technologies, fair climate finance, stronger local capacity, job creation, and more ambitious climate plans, with a particular emphasis on the Global South and Small Island Developing States (SIDS).
