Powering Healthcare – Nigeria Market Assessment and Roadmap

This document is a technical deep-dive report titled 'Stakeholder Mapping & Key Policies,' which serves as the first of five supplements to the 'Powering Healthcare Market Assessment and Roadmap for Nigeria.' Developed by Sustainable Energy for All (SEforALL) under the Power Africa-funded Powering Healthcare Africa Project, the report analyzes the intersection of energy access and healthcare delivery in Nigeria. It maps the regulatory landscape for renewable energy and health, identifies key institutional stakeholders across federal, state, and local government levels, and catalogs past, ongoing, and planned electrification interventions for health facilities.

• Nigeria faces significant energy access gaps in its healthcare system, with 40% of Primary Health Care centres (PHCs) lacking electricity and the general population having an electricity access rate of 57%. This contributes to poor health outcomes, including a maternal mortality rate of 512 per 100,000 live births (ranked 165/183) and an infant mortality rate of 70 per 1,000 live births (ranked 185/193).
• The National Primary Health Care Development Agency (NPHCDA) has a revitalization plan to ensure at least one optimally functioning PHC per political ward, targeting 10,000 Type 2 PHCs nationwide. This plan specifically includes provisions for solar power infrastructure and operational expenditure (OPEX) for maintenance.
• Nigeria's renewable energy policy framework includes the National Renewable Energy and Energy Efficiency Policy (NREEEP) and the National Renewable Energy Action Plan (NREAP), the latter of which sets a total off-grid renewable energy target of 5,545MW by 2030. Additionally, the SEforALL Action Agenda targets an increase in total off-grid renewable energy capacity to 8,000MW by 2030.
• Health facility electrification (HFE) interventions in Nigeria are characterized by heavy donor dependency and a reliance on Engineering, Procurement, and Construction (EPC) models, which have faced sustainability challenges. While 339 facilities were electrified through 9 interventions over the last 6 years, there are ambitious planned interventions targeting up to 18,984 facilities.
• The governance of health facility electrification involves a complex multi-sectoral structure. The Rural Electrification Agency (REA) oversees policy implementation and investment in rural electrification, while the NPHCDA provides technical and programmatic support for primary healthcare services. Coordination is further supported by the Coalition for Sustainable Electrification of PHCs, a group of over 70 members.
• Stakeholders use diverse criteria to select health facilities for electrification, including PHC system readiness (functionality and health worker density), electrification status (grid status and security), donor priorities, and policy alignment with the '1 PHC per ward' initiative.
