SUSTAINABLE ENERGY FOR ALL GLOBAL TRACKING FRAMEWORK
Summary
The 2017 Sustainable Energy for All (SEforALL) Global Tracking Framework, co-led by the World Bank and the International Energy Agency (IEA), assesses global progress toward 2030 sustainable energy goals. The report concludes that the world is not on track to meet its objectives for universal energy access, doubling the share of renewables, and doubling the rate of energy efficiency improvement, although some individual countries show significant progress.
Key insights
- Global progress toward sustainable energy objectives during 2012–14 was insufficient to meet 2030 goals. Energy efficiency is the pillar closest to the required pace of change.
- Global electrification reached 85.3% in 2014, but 1.06 billion people still lacked electricity. Progress is particularly slow in rural Africa, where population growth often outpaces electrification gains.
- Access to clean cooking reached 57.4% globally in 2014, showing almost no increase since 2012. Approximately 3.04 billion people lacked access to clean cooking, with the deficit increasing due to population growth in Africa.
- Global energy intensity improved by a 2.1% compound average annual growth rate in 2012–14, falling short of the SEforALL objective of -2.6%. The global energy intensity was 5.5 MJ/PPP 2011 $ in 2014.
- The share of renewable energy in total final energy consumption was 18.3% in 2014. This is significantly below the 2030 objective of 36%, and IEA estimates suggest it will only reach 21% by 2030 under current policies.
- Investment needs for 2030 goals are substantial: energy efficiency investment must increase by a factor of 3 to 6, renewable energy investment by 2 to 3, and energy access investment by fivefold.
- Certain countries demonstrated rapid progress between 2012 and 2014: Rwanda, Kenya, Malawi, Sudan, Uganda, and Zambia increased electrification rates by 2 to 3 percentage points annually, while Afghanistan added 10 percentage points annually via off-grid solar PV.
- Indonesia was the fastest-moving country in expanding clean cooking access, increasing its rate by more than 4 percentage points annually from 2012 to 2014.
- Energy efficiency improvements were strongest in passenger transport (2.8% annually) and industry (2.2% annually), but the residential sector saw a small increase in energy intensity.
