Multilateral Energy Compact for Health Facility Electrification

The Multilateral Energy Compact for Health Facility Electrification is a sectoral initiative convened in 2021 by Sustainable Energy for All (SEforALL) and Power Africa to address the energy gap in global healthcare, aiming to electrify 35,000 health facilities by 2026.

• The Multilateral Energy Compact for Health Facility Electrification has established a collective goal to sustainably equip 35,000 health facilities with clean and reliable power solutions by 2026. This target is accompanied by a goal to conduct 30 national and sub-national assessments in countries and provinces/states with significant energy access gaps.
• The estimated financing required to electrify 25,000 health facilities is between USD 550 million and 700 million, based on an average power solution of 3 kWp at USD 5/Wp per primary healthcare facility, including costs for design, installation, logistics, and O&M. An additional USD 30 million is needed for coordination and data-gathering efforts.
• The Compact aims to improve quality health services for an estimated 100 million to 200 million people, specifically including internally displaced persons, refugees, and other forcibly displaced populations.
• SEforALL has established the Powering Healthcare Hub with support from the Global Energy Alliance for People and Planet (GEAPP). This hub serves as a one-stop-shop providing leadership, best practices, and a health facility electrification heatmap to track interventions globally.
• While not a signatory to the Multilateral Energy Compact, the World Bank has adopted a parallel Energy Access compact supported by ESMAP. This parallel effort targets the electrification of 40,000 to 60,000 public facilities, which includes street lighting, water systems, schools, and healthcare facilities.
