ENERGIZING FINANCE: TAKING THE PULSE 2019

This report by Sustainable Energy for All (SEforALL) analyzes the financing needs for electricity and clean cooking access in Madagascar to achieve Sustainable Development Goal 7 (SDG7) by 2030. It evaluates current access levels, identifies financial gaps for off-grid solar, mini-grids, and improved cookstoves, and provides policy recommendations to overcome barriers such as low household purchasing power and lack of quality standards.

• To achieve universal energy access in Madagascar by 2030, a total of 2.3 billion dollars is required for off-grid electricity and improved cooking solutions.
• In the projected scenario for SDG7, off-grid solar is expected to provide electricity to 84.8% of households (approximately 7.4 million households) by 2030, requiring a cumulative investment of 1.19 billion dollars for companies and an additional 662 million dollars to address the financial insufficiency of low-income households.
• The state-owned utility JIRAMA faces severe financial and logistical difficulties, with its operating margins decreasing by 59% between 2008 and 2015, contributing to the stagnation of the national grid.
• The LPG market in Madagascar is underdeveloped because the country lacks oil refineries and petroleum products, meaning most LPG products must be imported.
• Household purchasing power is a critical barrier; approximately 40% of households cannot afford the estimated monthly cost of 3.30 dollars for a pay-as-you-go lantern.
