COOLING FOR ALL NEEDS ASSESSMENT SCORECARD

The 'Cooling for All Needs Assessment Scorecard' is a tool designed by Sustainable Energy for All to help entities evaluate and track cooling needs across three primary domains: human comfort and safety, food and nutrition security, and health services.

• The scorecard evaluates human comfort and safety by assessing access to space and mobility cooling necessary for safety and productivity in homes, educational settings, work environments, and during transit. Key indicators include SDG 7.1.1 regarding reliable energy supply, SDG 8.8.1 concerning heat stress risk including Urban Heat Island Effect (UHIE), and metrics on cognitive function impairment in learners due to temperature.
• For food, nutrition security, and agriculture, the tool measures the sufficiency of income for agriculture and fisheries workers and the population's access to affordable, safe, and nutritious diets. It utilizes indicators such as SDG 12.3.1 for food loss and waste along the cold chain, as well as prevalence rates of undernourishment, stunting, and malnutrition among children under five.
• The health services assessment focuses on the efficacy of national vaccine programs, the integrity of the cold chain for medicines and healthcare products, and the cooling capabilities of health infrastructure. It tracks the proportion of the target population covered by vaccines (SDG 3.B.1) and the volume of medical products lost annually due to cold chain failures.
