Global Tracking Framework
Summary
The Global Tracking Framework, coordinated by the World Bank/ESMAP and the IEA, establishes a system of indicators to monitor progress toward three 2030 goals: universal access to modern energy services, doubling the rate of energy efficiency improvement, and doubling the share of renewable energy in the global energy mix.

- Between 1990 and 2010, the world saw significant energy advances, including 1.7 billion people gaining electrification and 1.6 billion gaining access to non-solid fuels. However, these gains were partially offset by population growth of 1.3 percent per year, which limited the annual growth of energy access rates to approximately one percentage point.
- To reach 2030 targets, electricity and non-solid fuel access must increase from 2010 levels of 83 percent and 59 percent to 100 percent. Energy intensity improvement must double from -1.3 percent (1990–2010) to -2.6 percent (2010–30), and the renewable energy share must increase from at most 18 percent in 2010 to 36 percent by 2030.
- Global success depends on 'high-impact' countries. Two groups of 20 countries in Asia and Africa account for four-fifths of the global deficit in non-solid fuel access and two-thirds of the electrification deficit. Additionally, 20 high-income and emerging economies account for four-fifths of global energy consumption, making them critical for renewable energy and efficiency goals.
- Business-as-usual scenarios suggest that by 2030, 12 percent of the population would still lack electricity and 31 percent would lack modern cooking solutions. Meeting the objectives requires an estimated $600–800 billion in additional annual investment beyond the $400 billion invested in 2010, necessitating significant private sector involvement.
- Simultaneously meeting the renewable energy and energy efficiency objectives increases the probability of limiting global warming to two degrees Celsius to between 66 and 90 percent. Achieving universal energy access is estimated to increase global carbon dioxide emissions by a negligible 0.6 percent over business as usual.
