Energy Safety Nets: A Guide for Policymakers

This guide provides a framework for policymakers and financiers on implementing Energy Safety Nets to ensure the poorest populations can access modern energy services, drawing on experiences from six countries.

• Energy Safety Nets are government-led strategies designed to provide very poor and vulnerable populations with access to essential modern energy services, which include electricity and clean fuels and technologies for cooking. These nets function by addressing the affordability gap between market prices and the financial capacity of poor customers.
• Energy Safety Nets operate by making either the physical connection to electricity or clean fuels affordable, or by reducing the unit price of the energy consumed. To ensure benefits reach the intended recipients, these programs utilize targeting or eligibility criteria.
