Financing Access to Cooling Solutions

This knowledge brief from Sustainable Energy for All (SEforALL), produced in support of the Kigali Cooling Efficiency Program (K-CEP), examines the challenges and opportunities associated with financing sustainable cooling solutions across diverse user needs.

• The wide variety of cooling needs—ranging from large companies and buildings to poor rural populations, urban slums, and cold chains for food and vaccines—necessitates a diverse array of financial instruments and approaches to provide effective solutions.
• Identifying and mapping market gaps and finance needs can help overcome barriers to financial flow. Depending on the barrier, solutions may range from modest risk mitigants to attract private capital, substantial subsidies, or the exclusive use of grants.
• Funding sources depend on factors such as the local investment climate, scale of investment, and likelihood of commercial returns. While commercial financing is available in some cases, projects for poor rural populations may require public or grant funding, though strategies like bulk procurement may help lower costs.
