Monitoring, Evaluation and Learning Framework (MEL Framework) 2017-2019

The Monitoring, Evaluation and Learning (MEL) Framework 2017-2019 defines the processes by which Sustainable Energy for All (SEforALL) monitors resources, activities, and results to improve organizational performance and ensure accountability.

• The MEL Framework establishes a system for monitoring SEforALL's resources, activities, and results, using periodic assessments and analyses to guide implementation and improve performance.
• The framework is built upon a Program Theory, which identifies intermediate and long-term outcomes for 2030 objectives, and a Theory of Action, which details monitorable activities that lead to outputs. Together, these ensure accountability and learning by tracking the delivery of interventions and their outcomes.
• The data generated by the MEL framework is intended to inform decision-making to ensure that SEforALL's interventions remain relevant and are directed efficiently and effectively toward the organization's overall goals.
