Theory of Change and High-Level Results

SEforALL's Theory of Change focuses on five outcomes to achieve SDG7: gender mainstreaming, global commitments, policy standards, financial flows, and direct energy connections. Key achievements include securing over USD 600 billion via Energy Compacts, supporting national energy plans in Nigeria and Rwanda, and delivering direct electricity connections to over 3,000 people in Madagascar.

• SEforALL's Theory of Change is structured around five outcomes to achieve SDG7: mainstreaming inclusive and gender-sensitive action; securing global commitments; implementing enabling policy and regulatory standards; increasing global finance for SDG7; and increasing energy connections and installations by 2030.
• Global advocacy efforts led by SEforALL and UN-Energy partners have resulted in nearly 200 approved Energy Compact commitments toward SDG7 and climate goals, generating over USD 600 billion in commitments.
• SEforALL provides in-country policy and regulatory support, including the launch of the Access Accelerator Rwanda programme, the development of a National Integrated Energy Plan in Nigeria, and a mini-grid end user tariff study in Sierra Leone.
• Financial mobilization efforts include the UEF raising over USD 44 million in grant and concessional funding, the ETO supporting Nigeria to raise over USD 3.5 billion for the ETP, and the OPEC Fund announcing USD 100 million for clean cooking across four countries via the Climate Finance and Energy Innovation Hub.
• Direct implementation results in 2022 include the UEF verifying 654 electricity connections in eight communities in northern Madagascar, providing access to 3,270 people via 0.19MWp of renewable energy capacity, and starting the electrification of six hospitals in Sierra Leone.
