African Peer Review Mechanism (APRM) Sensitisation Project in Namibia (ASPIN) Civil Society Working Group Meeting

This report documents a Civil Society Working Group Meeting held on 25 July 2018 in Windhoek, Namibia, as part of the African Peer Review Mechanism (APRM) Sensitisation Project in Namibia (ASPIN). Organised by the South African Institute of International Affairs (SAIIA) and the Institute for Public Policy Research (IPPR), the meeting aimed to help civil society identify key governance issues for a written submission to the APRM following Namibia's accession to the mechanism in January 2017.

• The meeting was designed to assist civil society members in Windhoek to identify between 12 and 15 primary governance issues to be included in a written submission to the African Peer Review Mechanism (APRM).
• Participants identified a wide range of governance challenges in Namibia, including executive dominance over parliament, a youth unemployment crisis, institutionalised corruption, and a lack of policy coherence characterized by poor monitoring, evaluation, and implementation capacity.
• Other critical issues raised by participants included limited access to land for housing and agriculture, a slow law reform process, restricted access to information, failures in corporate citizenship, and challenges in education, healthcare, and the management of natural resources, specifically water governance.
• The IPPR is tasked with driving the submission process, with a deadline for initial drafts set for the end of August 2018. Contributors are asked to provide approximately 1,000 words per issue along with a bibliography.
