African Peer Review Mechanism (APRM) Sensitisation Project in Namibia (ASPIN) Civil Society Working Group Meeting

On 25 July 2018, the South African Institute of International Affairs (SAIIA) and the Institute for Public Policy Research (IPPR) convened a meeting in Windhoek, Namibia, to engage civil society in the APRM process. Participants identified 17 primary governance challenges, which were subsequently condensed into a thematic framework for a written submission. Key areas of concern include executive dominance, land access, youth unemployment, institutionalised corruption, and a lack of policy coherence. The IPPR is tasked with driving the drafting process, with a deadline for initial contributions set for the end of August 2018.

• The meeting aimed to help civil society in Windhoek identify 12-15 major governance issues to be included in a written submission to the APRM, following Namibia's accession to the mechanism in January 2017.
• Participants identified a wide range of governance failures, notably the dominance of the executive over parliament, a crisis in youth unemployment, and institutionalised corruption.
• Significant concerns were raised regarding policy implementation and transparency, specifically a lack of policy coherence where existing policies are ignored or poorly coordinated, and a closed policy development process that limits citizen access to information.
• The group highlighted critical gaps in social services and resource management, including inadequate healthcare for disabled persons, a decrease in the number of social workers to address domestic violence, and challenges in water governance and the blue economy.
• The IPPR will lead the subsequent drafting process, with participants requested to provide approximately 1,000-word descriptions and source materials for identified issues by the end of August 2018.
