Statement by African civil society on the postponement of the 2nd Extraordinary Summit of the African Peer Review Mechanism Heads of State and Government Forum

A statement by African civil society representatives expressing disappointment over the sudden cancellation of the 2nd Extraordinary Summit of the African Peer Review Mechanism (APRM) Heads of State and Government Forum, originally scheduled for 11 September 2015 in Nairobi, Kenya.

• African civil society expresses extreme disappointment over the unexpected cancellation of the 2nd Extraordinary Summit of the APRM Heads of State and Government Forum, which was intended to mobilize resources, steer the Mechanism, and raise its profile as Africa's authoritative governance index.
• The APRM is facing significant operational challenges, including a lack of updated Country Review Reports; as of the statement date, only 17 of the 35 voluntary member states have produced these reports, and no country has completed a second review. The most recent reports were produced in 2013.
• Financial instability and leadership gaps are undermining the APRM. Civil society notes that member states in arrears on annual contributions have diluted African ownership of the mechanism, and the APRM Secretariat has lacked a permanent Chief Executive Officer since 2008.
• Civil society demands that the Chairperson of the APRM Forum urgently reconvene the Summit to address seven specific priorities: filling vacant leadership positions, reviewing funding mechanisms, creating an induction programme for new Heads of State, reviewing the status of inactive member states, making National Programme of Action Implementation Reports public, increasing civil society engagement, and encouraging high-level government debate on report findings.
