Shenimed

This case study examines the operational challenges faced by Shenimed, a cigarette distribution company in the Democratic Republic of the Congo (DRC), focusing on barriers related to corruption, infrastructure, taxation, and currency instability.

• Shenimed faces significant bureaucratic hurdles and corruption within the DRC, particularly regarding customs clearing and certification. While a 2010 customs code provided some improvement, corruption remains high, and the Office Congolais de Contrôle (OCC) often requires bribes to expedite product authorizations for imports from Tanzania.
• The company's profitability and competitiveness are negatively impacted by a complex tax regime and financial constraints. Income taxes account for 40% of the company's income, and at least eight different public services collect taxes on imports at DRC borders. Additionally, a shortage of loans creates cash flow difficulties that delay imports.
• Infrastructure deficits and energy instability prevent local production and hinder distribution. Poor road quality within the DRC, specifically the unsafe road between Uvira and Bukavu, causes delivery delays and accidents. Furthermore, inconsistent electricity supply forced Shenimed to stop producing cigarettes in Bukavu in the late 1990s and rely on imports from Tanzania.
• Currency instability involving the Congolese franc creates difficulties in renewing stocks because imports are paid in US dollars. To mitigate the risk of rapid depreciation, the company attempts to have customers pay in US dollars.
