Civil Society Participation in the Open Government Partnership (OGP)

This report evaluates civil society participation within the Open Government Partnership (OGP) across Georgia, South Africa, and Indonesia, highlighting the risk of "open-washing" where governments dominate initiatives and treat civil society involvement as tokenistic.

• Georgia is considered an OGP success story due to strong political commitment and a culture of cocreation, completing 25 out of 41 commitments fully or substantially. However, participation remains skewed toward professionalized civil society groups in larger cities.
• South Africa, despite being a founding member, has struggled with government support and exhibits tokenism. Of its 15 National Action Plan (NAP) commitments, only one is complete, while five have been withdrawn and six show limited progress.
• Indonesia's experience is described as both worthwhile and flawed. While 24 of 46 NAP commitments were fully or substantially completed, the second NAP consultation process ignored OGP guidelines and the plan was modified without civil society input.
