Le pouvoir du peuple : comment la société civile est parvenue à bloquer une cargaison d'armes destinée au Zimbabwe

This case study describes how coordinated civil society actions across Southern Africa successfully blocked a shipment of weapons destined for Zimbabwe following controversial elections.

• South African civil society prevented the unloading of a weapons shipment destined for Zimbabwe by obtaining a court order, which forced the vessel to leave Durban and seek another port in Southern Africa.
• Coordinated protests by civil society organizations in Mozambique, Namibia, and Angola further blocked the shipment; although the ship was allowed to dock in Luanda, it was forbidden from unloading the weapons and was forced to return to China.
• The success of the mobilization was attributed to the strategic role of the media, the use of regional partnerships and international cooperation, the presence of a tangible target (the ship), and a geopolitical context where regional leaders were seen as facilitating anarchy in Zimbabwe.
