La paix dans la région des Grands Lacs : lecture d'une approche régionale

This research paper argues that addressing instability and violence in the Democratic Republic of the Congo (DRC) and the wider Great Lakes region requires a strong regional political process and a shift in international approach toward non-democratic governments in the area.

• The instability in the Democratic Republic of the Congo (DRC) and the broader Great Lakes region is driven by a 'regional mafia' consisting of armed actors, politicians, businessmen, and military leaders from the DRC, Rwanda, Uganda, and Burundi. This network operates across different sectors to profit from the illegal market for minerals and other goods, with profit accumulation serving as the primary motivation over ethnicity or nationality.
• International efforts to stabilize the region have historically focused too heavily on the stability of existing regimes in Uganda and Rwanda rather than developing lasting democratic institutions. The author contends that the argument for tolerating human rights violations and restrictions on democratic freedoms in the name of regional stability is no longer valid.
• The presidency of Félix Tshisekedi in the DRC presents an opportunity to revitalize regional relations. To achieve positive peace and security outcomes, international actors should support both Tshisekedi's national efforts and a broader fundamental change in the regional approach, including a political dialogue that specifically addresses the illegal exploitation of natural resources.
