Identifying Intra-Commonwealth Value Chains

This research paper explores the nature of intra-Commonwealth value chains to understand the interface between global and regional value chains, utilizing quantitative research methods such as trade intensity measures and firm-level GVC indicators.

• The paper identifies two distinct types of regional value chains: those focused on regional production for regional consumption, and those aimed at global markets. Initial analysis indicates that Commonwealth countries trade more in additive value chains, such as agro-processing and those based on natural resources, while intra-regional trade is dominated by manufactured goods, machinery, and mineral fuels.
• Several factors influence export likelihood and GVC trade within the Commonwealth. Firms with 10% foreign ownership are more likely to export, and Small Island Developing States show a higher likelihood of exporting to other Commonwealth countries. While customs and trade regulations are less problematic for intra-Commonwealth exporters, other barriers exist, including discretionary enforcement of regulation, registration processes, and restrictions in financing.
• Market size is a primary determinant of GVC trade volume. Countries with larger domestic markets typically source a lower share of foreign inputs for their export production because they have access to a larger pool of domestic intermediates.
