ENGINEERING PROCUREMENT AND CONSTRUCTION AGREEMENT TEMPLATE

It defines the scope of work, payment structures, performance testing, and risk allocation to ensure transparency and flexibility in rural electrification projects.

• The template is designed to facilitate rural electrification by providing a standardized document that encourages private sector involvement in mini-grid transactions.
• The agreement primarily assumes a single contractor is responsible for construction, with a single lump sum payment made upon commissioning, which removes the requirement for a bank guarantee.
• The scope of work for the contractor includes all design, engineering, procurement, construction, and testing activities necessary for a complete and operable facility, as well as obtaining required permits and providing training for operators.
• Ownership of the mini-grid facility and associated risks transfer to the contracting authority only after the final payment has been effected.
