Terms of Reference (ToR)

This document is a Request for Proposals (RfP) issued by the Alliance for Rural Electrification (ARE) to secure an exhibition service provider for the 2025 Energy Access Investment Forum (EAIF) in Kampala, Uganda. The procurement covers the construction of exhibition booths, hall decoration, and display boards for an event scheduled for April 7-9, 2025.

• The Alliance for Rural Electrification (ARE) is seeking an exhibition service provider for the Energy Access Investment Forum (EAIF) to be held from 7-9 April 2025 in Kampala, Uganda. The exhibition itself is scheduled for 8 and 9 April 2025, with 7 April designated as the set up day.
• The EAIF aims to attract over 1,500 total participants, consisting of 500 on-site attendees and 1,000 virtual participants.
• The scope of work for the service provider includes the construction of exhibition booths in two phases, starting with an initial requirement of 30 booths. Each standard booth is designed to be 3m x 3m (9 sqm) and includes a basic package consisting of fascia branding, spotlights, a counter table with a lockable cabinet, two highchairs, and power supply.
• Additional deliverables required from the vendor include exhibition hall decoration (carpet flooring, ribbon cutting arrangements, plants, lighting, and signage) and two exhibition display boards showing the floorplan and booth holders' logos.
• Vendors must provide a menu card with prices in EUR or USD for additional items that exhibitors may procure directly, such as TVs, furniture, computer appliances, and custom branding materials.
• The evaluation process for selecting the vendor is based on four equally weighted criteria: price (lowest evaluated ceiling price), delivery (most advantageous schedule), technical specifications (satisfying or exceeding ToR requirements), and past performance.
