Consumer Protection Principles for Clean Energy Mini-Grids

The Alliance for Rural Electrification (ARE), in collaboration with AMDA, Smart Power India, and Swedfund, launched the Consumer Protection Principles for Clean Energy Mini-Grids in October 2019. These principles establish minimum standards of practice across six key areas: quality consumer care, supply quality and safety, fair contracting and billing, data privacy, professional organisation, and social measures. The framework allows mini-grid companies, investors, and governments to either 'endorse' the principles as a goal for alignment or 'commit' to them as an embodiment of their daily operations.

• The Consumer Protection Principles are organized into six core areas: Quality Consumer Care Service, Quality and Safety of Supply, Fair Contracting, Pricing and Billing, Data Privacy, Professional Organisation, and Social Measures.
• Quality of supply and safety standards require that mini-grids adhere to national requirements and international technical, design, and safety standards such as ANSI, IEEE, and IEC.
• Consumer care standards emphasize accessibility, non-discrimination, and the right for consumers to seek assistance from consumer organisations or national regulatory authorities during disputes.
• The framework distinguishes between 'commitment' and 'endorsement': a commitment means the company embodies the principles in its treatment of consumers, while an endorsement indicates an aim to align internal practices with the principles.
