Terms of Reference (ToR)

This document is a Request for Proposals (RFP) and Terms of Reference (ToR) issued by the Alliance for Rural Electrification (ARE) to procure an exhibition service provider for the 2026 Energy Access Investment Forum (EAIF) in Nairobi, Kenya.

• The ARE Energy Access Investment Forum (EAIF) is scheduled for 21-23 April 2026 at the Safari Park Hotel in Nairobi, Kenya, with set-up days on 19 and 20 April. The event aims to attract over 1,500 participants, including 500 in-person and over 1,000 virtual attendees.
• The required exhibition services include the construction of 6 sqm and 9 sqm booths. Both booth sizes include a basic package consisting of fascia branding, spotlights, a counter table with a lockable cabinet and logo branding, a normal table, two highchairs, two normal chairs, and power supply.
• Additional deliverables for the exhibition include common carpet flooring, ribbon cutting arrangements for Day 1, plants, lighting, venue signages, and an exhibition display board showing the floorplan and booth holders' logos. The provider may also be required to provide a garden tent in sizes ranging from 20m x 20m to 30m x 30m.
• The procurement process evaluates vendors based on four equally weighted criteria: price (lowest evaluated ceiling price), delivery (most advantageous schedule), technical specifications (satisfying or exceeding ToR requirements), and past performance (demonstrated capability and references).
• The payment schedule is divided into three instalments: the first upon contract signature by 16 January 2026 for 10 initial booths (5 of each size); a second instalment of 50% of the remaining amount during the week of 13 April 2026; and a final instalment upon full delivery of services.
• The Alliance for Rural Electrification (ARE) is an international business association promoting a sustainable decentralised renewable energy (DRE) industry. Under its UN Energy Compact, it aims by 2030 to avoid at least 1 billion tonnes of CO2 emissions, create at least 5 million green jobs, and deliver sustainable electricity to at least 500 million additional people in Latin America & the Caribbean, Asia-Pacific, and Sub-Saharan Africa.
