Terms of Reference (ToR)

The Alliance for Rural Electrification (ARE) has issued a Request for Proposals (RFP) to secure a venue and catering services for the Lesotho Energy Access Dialogue (LEAD) 2025. The event is scheduled for 25-26 June 2025 in Maseru, Lesotho, and aims to promote decentralised renewable energy (DRE) to improve electricity access in the country.

• The Lesotho Energy Access Dialogue 2025, organised by the Alliance for Rural Electrification (ARE) and supported by GET.invest Lesotho and the EU Delegation to Lesotho, will take place on 25-26 June 2025 in Maseru, Lesotho.
• The event's primary objective is to showcase the potential of decentralised renewable energy (DRE) to address Lesotho's low electrification rates and its dependence on imported energy by engaging government representatives, international investors, and industry stakeholders.
• ARE requires a venue in Maseru capable of hosting approximately 120 participants across four distinct spaces: a theatre-style room with a stage and AV equipment, a classroom-style room with 10 tables, an exhibition space with 14 tables, and an indoor lunch area for up to 200 people.
• The procurement process evaluates vendors based on four equally weighted criteria: price (lowest evaluated ceiling price), delivery schedule, technical specifications, and past performance.
