Terms of Reference (ToR)

This document is a Request for Proposals (RFP) and Terms of Reference (ToR) issued by the Alliance for Renewable Electrification (ARE) to procure venue and catering services for the 2025 Energy Access Investment Forum (EAIF) in Kampala, Uganda.

• The Alliance for Renewable Electrification (ARE) is seeking a service provider to provide a venue and catering for the Energy Access Investment Forum (EAIF), scheduled for 8-10 April 2025 in Kampala, Uganda, with an additional setup and activity day on 7 April 2025.
• The EAIF 2025 aims to attract a total of more than 1,500 participants, consisting of 500 people attending in-person and over 1,000 people attending virtually.
• The required venue facilities include an exhibition room or foyer for up to 40 stands (9 sqm each), a primary conference room for 350 people in theatre-style, a second conference room for 150 people in theatre-style, a matchmaking room for 30 tables in classroom style, and various smaller meeting rooms for partners and workshops.
• Catering requirements include lunch and two coffee breaks per day for 350 participants on 8-9 April, an evening reception with finger food and drinks for 250 participants, a VIP dinner for 25 people on 7 April, and lunch for 20 Investment Academy participants on 7 April.
• Proposals will be evaluated based on four equally weighted criteria: price (lowest evaluated ceiling price), delivery (most advantageous schedule), technical specifications (satisfying or exceeding ToR requirements), and past performance (demonstrated capability and resources).
• The payment schedule for the selected vendor consists of 50% of the contract value upon signature (targeted by 30 November 2024) and the remaining 50% upon full delivery of all services, with payments made within 60 days of receipt of a correct invoice.
