Terms of Reference (ToR)

This document is a Request for Proposals (RFP) issued by the Alliance for Rural Electrification (ARE) to secure a venue and catering services for the Lesotho Energy Access Dialogue (LEAD) 2024, scheduled for November 13-14, 2024, in Maseru, Lesotho.

• The Lesotho Energy Access Dialogue (LEAD) 2024 is a forum organized by the Alliance for Rural Electrification (ARE) and supported by the EU Delegation to Lesotho and GET.invest Lesotho. The event, scheduled for 13-14 November 2024 in Maseru, Lesotho, aims to address the country's "low electrification rate and reliance on imported energy" by promoting decentralised renewable energy (DRE).
• ARE requires a venue in Maseru, Lesotho, providing four specific spaces for the event: a theatre-style room for 120 people with a stage and panellist seating, a classroom-style room with 10 tables, an exhibition space (foyer or open space) for 14 tables, and a garden or space for lunch catering 15 tables of 8 seats each.
• The procurement process evaluates vendors based on four equally weighted criteria: price (lowest evaluated ceiling price), delivery (most advantageous schedule), technical specifications (satisfying the requirements in Attachment A), and past performance (demonstrated capability and resources).
• The payment schedule for the selected vendor consists of a 50% payment of the contract value upon signature by 15 September 2024, and the remaining approximately 50% upon full delivery of services. Invoices must be submitted in Euros to the ARE office in Brussels, Belgium.
