Smart Financing in the DRE Sector – The Building Blocks to Financing Rural Electrification

A statement by the Alliance for Renewable Electrification (ARE) outlining the role of decentralised renewable energy (DRE) in achieving universal electrification by 2030 and proposing three 'building blocks'—increased finance, stable regulatory frameworks, and an enabling market environment—to scale the sector.

• Decentralised renewable energy (DRE) is considered the most cost-effective electrification method for over 50% of the connections required to achieve sustainable electricity in emerging markets by 2030, and currently serves at least 470 million people.
• The first building block for scaling DRE is the increase of public investment, which is currently insufficient, and the use of such funds to attract or leverage private investment.
• The second building block is the establishment of a stable political and regulatory framework that reduces investment risks and incentivises private capital to enter the power sector.
• The third building block involves creating an enabling environment to catalyse markets through capacity building, innovation, and business partnerships, such as the MoU between ARE and AISER Benin to develop the DRE market in Benin.
