Fundación ACCIONA Microenergía – Light at Home: Providing basic electricity services with SHS (Peru)

This case study describes the 'Luz en Casa' (Light at Home) programme implemented by ACCIONA Microenergía Peru (AMP) and Fundación ACCIONA Microenergía (FUNDAME) to provide solar home systems (SHS) to isolated rural communities in Cajamarca, Peru.

• ACCIONA Microenergía Peru (AMP) operates as the only electricity provider in Peru exclusively providing solar home systems (SHS). The 'Luz en Casa' programme targets poor, isolated rural communities where grid extension is financially and operationally difficult due to remote locations and low average household demand of 7.5kWh per month.
• The SHS technical configuration consists of a 60-85Wp photovoltaic panel, a 100Ah gel sealed lead-acid battery, a 10A regulator, and three 12VDC energy-efficient lamps, with a projected lifespan of 20 years. The service uses a fee-for-service model with a regulated tariff of approximately USD 17/month, though users pay less than USD 3.5/month due to a cross subsidy.
• The programme has deployed 3,000 SHSs to households, funded initially by 1,300 donated units from FUNDAME (averaging USD 750 each) and a subsequent long-term credit from FOMIN-IADB for 1,700 units. This deployment has reduced end-user costs for alternative electricity components by 33%, created rural jobs through the training of local technician-entrepreneurs, and provided power for lighting, TV, and radios.
