Remarks on Acceptance of the Blue Planet Prize 2007

In his 2007 Blue Planet Prize acceptance speech, Amory B. Lovins calls on Japan to leverage its history of efficiency and design to lead a global shift toward benign and affordable energy. He identifies four critical areas for change: reversing the decline in energy efficiency gains, utilizing its vast renewable energy potential, transitioning from centralized power plants to smart distributed generation, and dismantling bureaucratic and monopolistic energy policy habits to allow fair competition among all energy technologies.

• Japan's previous leadership in energy efficiency has declined, with passenger vehicles and buildings now comparable to or less efficient than those in the United States, and electricity use growing at rates similar to Texas.
• Current techniques could at least triple energy efficiency in Japan, which would improve security and environmental protection, provided there is public demand for these changes.
• Japan possesses sufficient renewable energy resources to meet its entire long-term energy needs at a lower cost and risk than current plans, provided policymakers permit the transition.
• The model of large, centralized power plants is obsolete; advancements in miniaturization and information technology make millions of smart distributed electric generators a more reliable and cost-effective alternative.
• Japanese energy policy must move away from bureaucratic and monopolistic habits toward a more agile and open system where all energy-saving and production methods can compete fairly.
