Zero-Carbon Targeted Integrated Energy Planning

This report introduces Zero-Carbon Targeted Integrated Energy Planning (IEP) as a methodology for new urban development zones in China to support the national goal of carbon neutrality by 2060.

• President Xi Jinping has set a strategic goal for China to peak CO2 emissions by 2030 and reach carbon neutrality by 2060.
• Integrated energy planning (IEP) for new urban development zones differs from traditional planning by shifting focus from the supply side to the demand side, specifically targeting the industry, transportation, and building sectors to create a clean, efficient, and reliable energy system.
• If all new urban development zones in China implement the zero-carbon targeted IEP methodology, it could contribute at least 15% to the total emissions reduction required for China's carbon-neutrality goal.
