Powering Through Uncertainty: A Resource Adequacy Toolkit for Western Regulators

This report provides a resource adequacy toolkit for regulators in the Western United States to manage the risk of electricity supply shortfalls during the transition to a low-carbon grid.

• The report identifies four primary drivers of resource adequacy risk for Western states: uncertainties regarding load growth, the impacts of climate change and extreme weather, delays in the construction of planned resources, and the slow expansion of transmission infrastructure.
• To mitigate the risk of future resource adequacy shortfalls, the report suggests three regulatory strategies: improving planning practices, expanding the variety of resource adequacy solutions, and reforming utility business models.
• The toolkit offers ten specific options for regulators to implement across the three identified strategies, utilizing numerous real-world examples from the Western United States.
