Supporting Discoms in Implementing Amendments to the Electricity Act

This report reflects on a June 11, 2020, workshop convened by RMI India, Rocky Mountain Institute, and NITI Aayog with 16 civil society organizations to support India's electricity distribution companies (DISCOMs). It introduces the Discom Transformation Platform, designed to coordinate efforts to overcome barriers to decarbonization and help DISCOMs navigate financial challenges and regulatory changes, including amendments to the Electricity Act.

• Electricity distribution companies (DISCOMs) in India face significant financial and infrastructure challenges that existed prior to the COVID-19 pandemic and were worsened by it. The stability of India's economy is linked to the financial viability of these companies.
• On 11 June, 2020, RMI India, Rocky Mountain Institute, and NITI Aayog held a workshop with 16 civil society organizations (CSOs) to coordinate support for DISCOMs. This event was the first workshop of the Discom Transformation Platform, which serves as both a virtual information hub for decarbonization projects and a physical mechanism to address regulatory, technical, business, and institutional barriers.
• The clean energy transition will be influenced by new enabling conditions, specifically the privatization of DISCOMs in Union Territories, amendments to the Electricity Act, and a liquidity boost.
