Regulatory Agility - RMI

This briefing from RMI argues that state public utilities commissions (PUCs) in the United States must increase their regulatory agility to manage the complexities of the energy transition, including aging infrastructure and demands for cleaner service, while maintaining their core mandates of safety, reliability, and affordability.

• State public utilities commissions (PUCs) in the United States are facing increased complexity in their responsibilities due to aging and fragile infrastructure, shifting economics, and customer demands for more transparent and cleaner service, while their institutional staffing, processes, and structures have not kept pace.
• To improve regulatory agility within existing legislative, budget, and staffing constraints, PUCs should focus on three specific areas: developing the workforce, systems, and culture necessary for agility; improving the flexibility and responsiveness of docket processes; and ensuring stakeholder engagement is inclusive, accessible, and early.
