Corporate Carbon Neutrality: Strategic Options, Action Framework, and Best Practices

This report examines carbon neutrality practices within the steel, cement, petrochemicals/chemicals, and aluminum industries globally and in China, introducing the Performance-Target-Action-Management (PTAM) framework to assess decarbonization efforts and providing six strategic recommendations for Chinese state-owned enterprises (SOEs).

• As of May 2023, companies with carbon neutrality targets in four heavy industry sectors cover varying percentages of their respective industry emissions: 31% for steel, 21% for aluminum, and 18% each for cement and petrochemicals and chemicals.
• Since China announced a national commitment to reach carbon neutrality by 2060, over 30 state-owned enterprises (SOEs) in the steel, cement, petrochemicals and chemicals, and aluminum sectors have proposed carbon targets.
• The report introduces the Performance-Target-Action-Management (PTAM) framework to evaluate companies' emissions performance, targets, carbon reduction actions, and management mechanisms. For Chinese SOEs, it recommends six specific actions: establishing emissions targets and roadmaps, improving carbon accounting and databases, creating value chain synergies, increasing R&D and cooperation, speeding up the carbon market, and developing low-carbon infrastructure.
