Transforming Indonesia’s Transportation

This report by RMI outlines a whole-system approach to accelerate the adoption of electric two- and four-wheelers in Indonesia to meet government targets for 2030.

• Electric vehicles (EVs) offer health benefits through zero tailpipe emissions and lower life-cycle CO2 emissions. For two-wheelers, the total cost of ownership (TCO) is more than 30 percent lower than gasoline vehicles even without subsidies. Four-wheel EVs are currently more expensive but are expected to reach TCO parity with gasoline vehicles by 2025–2026, depending on utilization and model.
• The Indonesian government has set targets to have 2 million electric four-wheelers and 13 million electric two-wheelers on the road by 2030. Achieving these targets requires collaboration between various stakeholders, including original equipment manufacturers, infrastructure providers, fleet operators, financiers, business associations, government ministries, and PLN, the state-owned electric utility.
• To accelerate EV adoption, the report proposes a whole-system approach focusing on four pillars: comprehensive supply-side, demand-side, and infrastructure policies; de-risking financing to improve affordability; ensuring a diverse range of affordable vehicles and sufficient charging infrastructure; and leveraging corporate engagement and public awareness.
