The Road to Net Zero: Decarbonization in China’s Cement Industry

The cement industry accounts for 13% of China's total carbon emissions. While current efforts focus on energy efficiency, reaching net-zero by 2060 will require a multifaceted approach including low-carbon cement varieties, CCUS technology, carbon pricing, and value-chain integration across the fuel, concrete, and construction sectors.

• The cement industry is the third largest source of carbon emissions in China, following power and steel, and is responsible for 13 percent of the nation's total carbon emissions.
• While current carbon reduction efforts focus on energy efficiency and equipment improvements, these existing technologies are insufficient to reach net-zero emissions. A comprehensive strategy is required, encompassing the reduction of cement consumption, the creation of low-carbon cement types, the use of low-carbon energy for electricity and fuel, and the implementation of carbon capture, utilization, and storage (CCUS) to address process emissions.
• Achieving a net-zero transition in the cement industry requires institutional support, such as carbon pricing to provide cost advantages for low-carbon products, and a systematic approach that integrates the entire value chain, including the construction, concrete, and fuel industries.
