California Air Resources Board comments on the 2017 Scoping Plan Update

The Institute for Policy Integrity recommends that the California Air Resources Board enhance its 2017 Scoping Plan Update by using the Social Cost of Methane to assess methane emissions and by monetizing the co-benefits of greenhouse gas reduction measures.

• The Institute for Policy Integrity supports the California Air Resources Board's inclusion of the Social Cost of Carbon and the thoroughness of the plan's economic analysis in the January draft.
• To better meet statutory mandates and environmental justice concerns, the Institute for Policy Integrity recommends that the Board utilize the Social Cost of Methane for assessing methane emissions and monetize co-benefits of greenhouse gas reduction measures, particularly within regional analyses.
