Compact - My Municipality

The document details citizen engagement workshops held in 12 South African municipalities as part of the COMPACT project's second phase of action research. With 262 participants, the workshops identified significant failures in the Integrated Development Plan (IDP) participation process and a lack of communication between municipal leadership and communities. These findings are being used to develop a COMPACT Toolbox and individual municipal reports to establish a baseline for improving public participation.

• Community representatives, civil society organisations (CSOs), and community-based organisations (CBOs) report inadequate participation in municipal planning across the surveyed municipalities, leading to recommendations for increased civil society involvement.
• A significant gap in communication exists between municipal political office-bearers, the administration, and the community, which contributes to community frustration regarding municipal performance and service delivery.
• The Integrated Development Plan (IDP) participation process is considered ineffective in most municipalities, with specific failures noted in the organization of meetings, attendance, and the quality of participation.
