WARD COMMITTEES

This guide, published by the Public Affairs Research Institute, explains the role, operation, and oversight of ward committees within local government in South Africa. It outlines how these committees serve as a bridge between community members and ward councillors to facilitate local governance and the Integrated Development Plan (IDP) process.

• Ward committees are designed to enable community governance by identifying local problems and plans, and acting as a bridge for citizens to communicate concerns and suggestions to ward councillors. They are intended to represent community needs and must not be led by any political organization.
• Standard characteristics of ward committees include a membership of up to 10 volunteers who advise the ward councillor. The ward councillor serves as the committee chairperson and is responsible for calling regular meetings. Members may receive reimbursements for 'out-of-pocket' expenses, such as travel or data costs.
• Municipal councils have the authority to determine how ward committee members are appointed—either via secret ballot or a show of hands—and can dissolve a committee if it is not functioning effectively. The municipal manager is responsible for ensuring committees perform their duties.
• Effective ward committees require ongoing support, including training, tools, and regular reporting. Ward councillors should hold committee meetings at least monthly and public ward meetings at least quarterly to report on municipal performance.
• When ward committees fail to respond to the community, citizens can lodge complaints with the municipal manager or a petition with the municipal council. The council may then decide to remove a member or dissolve the committee based on its rules.
