• Phase 5 (Integration) links the IDP to the municipal budget and the legally binding Service Delivery and Budget Implementation Plan (SDBIP), ensuring projects comply with the Municipal Spatial Development Framework (MSDF) and the Spatial Planning and Land Use Management Act (SPLUMA).
• Phase 6 (Approval) mandates a minimum 21-day public comment period for the draft IDP, followed by formal adoption by the Municipal Council and submission to the provincial Member of the Executive Council (MEC) for Local Government.
