Understanding the Integrated Development Planning (IDP) Process

This guide outlines the seven-phase Integrated Development Planning (IDP) process for South African municipalities. The IDP is a 5-year strategic roadmap that aligns community needs, spatial planning, and sector strategies with municipal budgets and national priorities. The process moves from pre-planning and needs analysis to strategy development, project prioritisation, integration with budgets (SDBIP), formal council approval, and ongoing annual implementation and review.

• The Integrated Development Plan (IDP) is a municipality's primary 5-year developmental plan, reviewed annually, that coordinates community needs, sector plans, ward-based plans, and provincial or national priorities to achieve the objects of Local Government as defined in Section 152 of the Constitution (1996).
• The IDP process consists of seven distinct phases: 1) Pre-Planning (July-August), 2) Needs Analysis (September-November), 3) Strategy Development (December-January), 4) Project Identification and Prioritisation (February-March), 5) Integration (March-April), 6) Approval (April-May), and 7) Implementation, Monitoring and Review (July onwards).
• During the Pre-Planning phase, municipalities must align their planning calendars with the National Treasury Medium-Term Expenditure Framework (MTEF) cycle to ensure that proposed projects are affordable and fundable within national budget guidelines.
• The Needs Analysis phase involves a situational analysis to identify service delivery gaps and demographic trends, followed by a SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) and ward-level consultations using tools like community mapping and Participatory Rural Appraisal (PRA).
• Strategy Development focuses on creating a vision and 3–6 strategic objectives that are measurable and auditable by the Auditor-General. This phase includes stakeholder visioning workshops to ensure the plan reflects community aspirations rather than just technical staff inputs.
• Project Identification and Prioritisation involves filtering ward-level project lists through technical, financial, and institutional feasibility checks. Projects are then ranked using a priority matrix based on impact, cost, readiness, and alignment with strategic objectives.
• The Integration phase links the IDP to the municipal budget (MTEF), the annual Service Delivery and Budget Implementation Plan (SDBIP), and spatial frameworks such as the Municipal Spatial Development Framework (MSDF) and the Spatial Planning and Land Use Management Act (SPLUMA).
• The Approval phase requires the draft IDP to be published for public comment for at least 21 days. Following the incorporation of reasonable public input, the final IDP and budget are adopted by the Municipal Council and submitted to the provincial Member of the Executive Council (MEC) for Local Government.
• Implementation, Monitoring and Review involves executing projects via the SDBIP, monitoring Key Performance Indicators (KPIs) monthly and quarterly, and conducting annual IDP reviews to adjust priorities based on performance or emerging challenges.
