Plaaslike regering

This guide provides an overview of the structure, responsibilities, and governance of local government in South Africa, detailing the roles of municipalities, political structures, and the administration.

• Local government in South Africa is mandated by Articles 152 and 153 of the Constitution to be honest, responsive to community needs, and accountable. Its primary role is the provision of basic services, but it also focuses on developmental local government to improve the daily lives of people, particularly those in poor households.
• Municipalities are responsible for a wide range of specific services, including water and sanitation, electricity, refuse removal, land-use decisions, childcare facilities, fire-fighting facilities, public transport, building regulations, municipal parks, recreation and sports facilities, street lighting, and street trading.
• The South African government is divided into three spheres: local, provincial, and national. While each has its own responsibilities and can pass laws and execute plans, they must work together as a team. The Department of Cooperative Governance and Traditional Affairs (COGTA) is responsible for ensuring effective cooperation across these levels.
• There are three categories of municipalities: Category A (Metropolitan Municipalities), which cover the eight largest cities and have extensive powers; Category B (Local Municipalities), which cover areas outside metros and share authority with district municipalities; and Category C (District Municipalities), which coordinate development and share resources among three to six local municipalities.
• A municipality consists of three pillars: the local community, political structures, and the administration. The local community includes residents, taxpayers, civil organizations, and visitors, all of whom have the right to participate in decision-making and lodge complaints. Political structures (the council) hold legislative and executive authority, while the administration (civil service) implements policies and delivers services under the leadership of a municipal manager.
